note 58049 added to function.setcookie

I know howto set the cookie but then how do i make it find the cookie and figure out if somebody has voted already eg: You havnt voted before (within the hour) a cookie is set for it to expire in an hour Your allowed to vote You have voted before and the cookie was set 20 mins ago (an hour cookie) You click vote It echos Sorry you have already voted.
