I just found my PHP CGI has some trouble while processing such command as
$File=fopen("abc.txt","w+"). The Zend System just executed the command all
right, but when I using IExplorer, it says that "failed to open stream: Permission denied in
C:\Inetpub\wwwroot\usercount.php on line 11". I just don't know how to deal with that.
