Apparently having error logging turned on prevents errors from going to the browser. While this
might be desirable on a production box, it is particularly annoying on a development box. In my
particular case, having PHP errors on a page would cause the browser to respond with Page Cannot Be
Displayed or This Page Contains No Data errors, or on occasion it would just offer to download the
output. Turning error logging off seems to solve the problem. You can still turn logging on per
project using the ini_set() function, though I would strongly recommend just using your own error
handling function instead as it seems to be more fail safe.
(Tested on Windows Server 2003, IIS 6, PHP 5)
