In addition to setting up the httpd.conf for Apache2 I found that I explicitly needed to add the PHP
SAPI directory i.e. "C:\php\sapi\" to my PATH environment variable otherwise I was
getting an error from Apache (by running it on the command line since the error did not come up in
the errors log file) indicating it could not load the php2apache2.dll even though the directory path
itself was correct.
