note 59468 added to function.error-reporting

It is easy to get into the habbit of thinking E_ALL includes anything. Remember, that ^ is the NOT of whatever is there. E_ALL ^ E_STRICT probably doesn't do what you want it to do, and in fact, does the exact same thing as E_ALL | E_STRICT.
