I thought the standard was that major versions after version 1 were to be suffixed with the major version number (with exceptions for clarity, e.g. when DB goes to major version 2 it'll be DBv2 not DB2 so as not to annoy IBMers). I don't have a reference citation, though; maybe the QA guys can point to the actual page that says this. However, if the package is to be under Net_URL2, what's the procedure for getting the new name approved and space allotted for it? Not suggesting that it go up for vote, only that Richard might not be able to release on pearweb under Net_URL2 because the name is not in the system (only Net_URL is).
