No, it isn't a bad version of go-pear. The problem is really having
c:\php4 or possibly "." in your include path.
If you do change the pear directory, you must first change PEAR's
php_dir config setting:
pear config-set php_dir c:\php4\pear_tmp
...and _then_ rename the directory.
