Disabling ini_set & PEAR.php

For security reasons, I want to disable ini_set in my php.ini, because I don't want users to
change anything.
PEAR.php uses ini_set to set track_errors. Looks like $php_errormsg is only used in the admin
scripts.
Can we move ini_set to those scripts ?
