Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at
http://www.php.net/downloads.php
Templates are installed under the data folder.
Example:
/usr/local/lib/php/data/PHPDoc/renderer/html/

It doesn't seem the default or timmyg templates get installed when
using the pear command line utility (even though they exist in the tar
ball at: http://pear.php.net/package-info.php?pacid=97):
# pear install PHPDoc
...
# ls -a /usr/local/share/pear/PHPDoc/renderer/html
. PhpdocHTMLModuleRenderer.php
.. PhpdocHTMLRendererManager.php
PhpdocHTMLClassRenderer.php PhpdocHTMLRenderer.php
