I m near done with that, the only unknwown point is the
"config.w32.h.in" getenv(). If it is not fixed, we need another hack
inside PEAR.php for win32 (getenv() if platform==win32), as far as it
works well under *nices, someone can confirm it under *BSD ?
The rest is simply a setup script to set environment variables.
