Perl moving away from CPAN

During the questions section of my PEAR talk at the O'Reilly
Convention last week, a few people mentioned that Larry Wall (in
his "State of the Onion") had stated that Perl will be moving
away from the CPAN system in favor of a common SDK.
CPAN got too big to download, and there's a problem that ISPs
never install enough of it for what their users want. Bundles
are a partial solution to this, but of late there has been
more interest in the development of an SDK for Perl. [1]
Just some food for thought.
