A recent message from Hans Lellelid has forced me to rethink Raven.
Raven is NOT a CMS. It's not even what Hans has suggested (a CMF).
What Raven is, is a template system. Kind of like Smarty, after Smarty
has taken a few year's worth of downers.
I apologize for any inconvenience I might have caused the PEAR
community. There is no further need to decide whether or not Raven
should be included into the PEAR database (if there was even one to
begin with); I'm backing out my request on this matter.
I will, however, continue on developing Raven, if only for my own
satisfaction and in order for me to learn more about PHP. I have posted
what I have finished so far of Raven, and it is available at this URI:

The file posted at the above URI can be considered a public release,
licensed under the GPL. I hope this doesn't cause much trouble, if any,
for anyone who'd want to use Raven for anything.
The script I've written that uses Raven is available at this URI:

Consider that one released to the public domain. If there are anyone
who'd wish to use what I've written so far, please send me an email
saying so, but only if it is convenient for you to do so.
Someday, I hope to be able to produce something worth incorporating into
the PEARepository, but I do believe that this day isn't that day. Thank
you to everyone who has shown even the slightest interest in this
particular project of mine. I hope that when I do release something
else, you'll again give me the benefit of a doubt.
