I just don't like to have useless tables hanging around in my DB. It's an
habit. I use most of the time one DB per application and I end up with too
many tables. It's a pain to maintain.

If that's the plan, I don't see why getting rid of unused tables would make
a problem. Upon upgrades, users could easily create the needed tables
without changing the existing ones. I just don't see why one would need a
'level' or 'language' table if one don't use them.
