maybe its an idea to have a bin-directory in each PECL. In this dir can be a working version in binary form of the PECL (.so for uni*, .dll for win). Everytime a new version of php4 is released they can pick up the version within this dir without compiling each PECL. Maybe its better to have bin/php4.2.3/ or bin/php4.3/ and so on. If the dir is empty or doesen't exist, then this PECL will not distributed with the corresponding php-version.
