contribute a new package for PEAR

Hello PEAR developers, I want to contribute my IRC project to PEAR. I started this project about 3 month ago, and its becomming stable already. This IRC project is a simple API for doing IRC things. You can write IRC bots/chats or just get some IRC info and display it and a webpage. The code already conforms to the PEAR coding standards.
