Without further looking at the licenses, I would say: A PHP licensed
project can't reuse LPGL code in its own source-code, _but_ you can use
the LPGLd library itself in your PHP-licenced project and modifying it
as much as you want, as long as you redestribute the source of this
library (+ modifications) with your project.
(the other question here would then be: is a php include() linking in
the (L)GPL sense, or is it not :) )
