The list of years in the copyright header should only reflect those
years in which the code was prepared for a release (at least, that's
my understanding of the copyright system).
It would therefore be possible for source code to be copyrighted in
2000 and 2002, but not 2001, if not release was made during 2001.
That's the reason why the "2000-2002" notation is discouraged and
"2000, 2001, 2002" is preferred.
