"German" is a language or an adjective, what you want is "Germany" the
country or maybe just the two-letter ISO 3166 code ("de"). I think
Payment_Germany_Something and I18N_de_Something are good options. Which
option is best depends on how maintainance will work, if there is a
"dedicated German" who will maintain an I18N_de package, that's probably
the best option...
