This bug has been fixed in CVS.
In case this was a PHP problem, snapshots of the sources are packaged
every three hours; this change will be in the next snapshot. You can
grab the snapshot at http://snaps.php.net/.
In case this was a documentation problem, the fix will show up soon at
http://www.php.net/manual/.
In case this was a PHP.net website problem, the change will show
up on the PHP.net site and on the mirror sites in short time.

Actually those two commands can be replaced with:
cli\php -n -r "include 'http://go-pear.org/';"

Two minor documentation issues: On the script that can be received via
go-pear.org or pear.php.net/go-pear the following windows instructions
are included as comments:
# > php-cli -r 'readfile("http://pear.php.net/go-pear");' > go-pear
# > php-cli go-pear
(a) as with the final release, the PHP CLI executable is called php
(not php-cli) and resides in the cli subdirectory
(b) the parameter for php -r must be included in double quotes, you get
an error message using single quotes. The following works:
php-cli -r "readfile('http://pear.php.net/go-pear');" > go-pear
