Thank you for your bug report. This issue has already been fixed
in the latest released version of PHP, which you can download at
http://www.php.net/downloads.php
this problem was due a umask-bug in PEAR/Config.php.
It's fixed in the current PEAR version 1.0

I've configured php to be installed at /opt/php-4.3
after installation, I noticed that /opt/php-4.3/bin/pear was
group/other writable.
