It does, but at least you're more likely to find the zlib library
installed than any other compression library.
But anyway, with gzip we have a way of "graceful degradation" if
something is missing:
If PHP's built-in gzip support is not available, we try using an
external "gzip" program. If that doesn't work, we either offer .tar.Z
(should work on all unix-like boxes) or just .tar as alternatives.
Windows is not such a big problem, since most people install the
binaries and we can include gzip support (if it's not already).
