Yes you can. I have my non-pear-distrubuted packages
installable by using pear package manager. For example:
http://www.appelsiini.net/~tuupola/php/DB_DataContainer/install/
You just need to provide full url to the package when
issuing the install command.

No. But it is of course good idea avoid name clashes
if you have packages with similar names. It is also
a good idea to follow PEAR naming conventions.
