2 improvements for Mail_mimePart

Hello, PEAR gurus. A while ago I sent a couple of patches to the list and never really heard any response (except from Richard Heyes - thanks, Richard, but nothing conclusive came out of that either). So, I want to try to bring the idea up once again. There are a couple of things missing from Mail_mimePart implementation. One is more or less necessary; the other - mostly just helpful (although makes the implementation RFC compliant). 1.
