RFC Commentation-System, update

Hi all! After that some people put their opinion on the idea of having a PHP-manual like commentationsystem of PEAR-Packages. I really think the idea is good. So, i'd like to hear some more opinions, but also, if someone is here, who has done something like that before, or has done the thing on PHP-manual? If something of that fits, i think we all would be thankfull, if that guy would do the job. But even if noone has the time and intention to do, i would do the job. In cause of some job-stress, I will probably be able to start in about 4 or 5 weeks, hopefully.
