I agree that this is a good idea.
Actually I wanted to propose such a "place" at the PEAR meeting. As we
mature certain packages will undoubtly become obsolete, need a name
change possibly (although this should not be done lightly) or simply
loose their maintainer etc.
I would say that we simply place the tar.gz for them in a directory and
remove them from CVS, but I haven't really through this through yet.
