Adding a module in pear/

I try to move Archive_Tar from php4/pear/Experimental/Archive_Tar to pear/Archive_Tar. I removed it
from Experimental, and try to create it in pear with WinCVS but I failed.
I already did that in php4/pear/Experimental and it was working well. The only difference I saw is
that pear/ does not have a CVS directory in it ...
When I do an add, I have the following error :
cvs add Tar.php (in directory C:\cvs.php.net\pear\Archive_Tar\)
cvs add: cannot open CVS/Entries for reading: No such file or directory
cvs [add aborted]: no repository
If I try :
cvs add Archive_Tar (in directory C:\cvs.php.net\pear\)
cvs add: in directory .:
cvs [add aborted]: there is no version here; do 'cvs checkout' first
If I try :
cvs checkout -P pear/Archive_Tar (in directory C:\cvs.php.net)
cvs checkout: in directory pear:
cvs checkout: cannot open CVS/Entries for reading: No such file or directory
cvs [checkout aborted]: cannot open CVS/Entries.Static: No such file or directory
