Do you have a "CVS" directory in C:\cvs.php.net\pear\? If not, try this:
1. nuke your "pear" directory
2. check it out clean from CVS
3. cd pear; mkdir Archive_Tar; cvs add Archive_Tar
If that still doesn't work, you need advice from someone who actually
use WinCVS. :-)
