It can but it will need some work.
IIRC, the main thing to change is the way key/values are set for the options
(it should be the other way, like in QuickForm). After that, it is just
about comparing the QuickForm select element and HTML_Select because they
are both based on the same code, in order to have them behave the same.
Still, both probably need some code optimization.
