[Admin] Maintainer update

I've updated the maintainers list for the packages of Richard Heyes: Auth_SASL - Michael Bretterklieber Console_Table - Tal Peer, Xavier Noguer File_SearchReplace - Tal Peer HTML_Select_Common - Derick Rethans HTML_TreeMenu - Harald Radi HTTP_Request - Christian Stocker Mail_Mime - George Schlossnagle Net_POP3 - George Schlossnagle Net_URL - George Schlossnagle Pager - Martin Jansen (All of them are lead developers now.) As I wasn't able to find an account for Damian Fernandez Sosa, I couldn't assign him as a maintainer for Auth_SASL, Net_POP3 and Net_Sieve. Damian: What's your account handle? All new maintainers are expected to add their user information to the package.xml files themselfes.
