Generic web application

Hello I have started using PEAR to build a web application. It is not ready for production yet. The application have the following functionality: -access control The user must login to the application. -several access levels It is possible to make unlimited levels of access, each with different properties. -multi language texts All texts are stored in separate language files, for easy translation. One file for each language. My question is then: Is there made any similar that is easy to re-use?
