There is very little _requirements_ for this, as long as its
a) possible to rebuild any of this data by downloading from somewhere..
b) possible to package and install it.. from a CVS checkout..
c) if anyone wants to help you out, the files are easily available..
there is some examples of this type of thing in php, the html trans_sid uses re2c to generate the C code, however, the source .re and the resulting .c file are in CVS. - so you dont need to have re2c to build PHP.. (however this is slightly different with the zend engine. - the lex/bison resulting files are not in CVS..)
mainly as flex/bison can be configured at ./configure time and is pretty easy to get hold of, - where as the re2c is a little rarer..
I guess it's up to your judgement :)
