when instantiating PEAR_Error class directly u have to put each time error
mode
(PEAR_ERROR_RETURN, PEAR_ERROR_DIE etc .)
when u use raiseError() or simple version of it throwError() - they can use
default error
mode that was set with: PEAR::setErrorHandling()
so when using PEAR_Error directly u say what error mode to use
when using raiseError() - user can change error handling without touching ur
code
but im not sure in 100% :]
