is [get|set]_include_path working?

Hi,
my client's ISP has PHP 4.3.2 (SAFE_MODE=on) installed on IIS 5.
I uploaded the pear tree there, and used set_include_path()
to add pear dir to the include path.
Well, if I print get_include_path(), the pear dir appears among
the dirs included, but whenever I do
include 'PEAR.php';
or whatever other pear class, the script dies.
Hence I'm wondering if set_include_path() is really honored.
Has anyone else experienced this problem?
