What about this: Instead of having multiple categories, we could add the package search form to the category browser at the top and the bottom of the package list - so if you doesn't found the package directly by category browsing, you will use the search directly. I now we have already this form at the nav bar, but the most user know this form only as manual search function from www.php.net - not for package search.
