I created an "rfc" directory in pearweb/. For now I've put some ideas
from the list around dependencies there, but we should try getting
more stuff down in writing and put it there. I kinda reserved "001"
for "what is pear" and "002" for "definition of package", so the
dependencies RFC is 003.
