Hey,
I am just testing (and ultimately, bug fixing) a small framework which allows for maximum backwards compatibility and portability of PHP scripts. I've written this for my article on the subject thats going into PHP Magazine (issue 5, deadline on July 1st, need to finish up soon!)
The reason for this e-mail (and the reason its [Proposal Sortof] is that I don't know whether you feel it has a place in PEAR or not, so, a yay or nay on that would be nice, and votes too :D
Its works basically by doing this:
Register Function with the framework
Add Dependency for that function
Dependencys are resolved
If the dependency falls through, a failsafe is put in place, or an error is issued (thats upto the user).
However, its not just limited to functions, it also allows for classes and extensions.
to see a small script using the framework visit this link:

And the class itself:
http://its-explosive.net/~davey/PEAR/backport.class.phps - yes, it needs more work to make it PEAR CS (which is what PHP Magazine demenads anyhow)
I have only included a Function test in the test script as I thats the only part that I have fully tested, and that works. I am going to finish testing the classes and extensions stuff now. :)
