In PEAR_Remote when doing an XMLRPC call if the xmlrpc extension is available then it is used directly without using the XML_RPC object. the problem is in that PEAR_Remote::call_epi() does not make use of the proxy settings at all, while PEAR_Remote::call() if making use of the XML_RPC object does.
