I'm fine with the proposal. (The code doesn't really look pear-ified yet, but that should be easy to change.) However I see a big potential for Graph stuff in PEAR. Thus we should keep in mind that there may be similar packages in the future and we should consider naming the package Images_Graph_Bar instead.
