Re: Package Proposal: Text_TSV

Given the discussion yesterday, I have added a parse() method to File_CSV that is very heavily based on Cox's original readQuoted() method, except that parse() handles text (not a file) and I have commented it very liberally. I have tested File_CSV::parse() against File_CSV::readQuoted() using the same test file, and the results appear to be identical, with the exception that it returns all rows of data (not just one row). No changes to the rest of the class. Please see the attached candidate File_CSV.php. If it's good enough, can somebody with proper ownership and karma commit it?
