Try pear upgrade Archive_Tar and then install Auth and see what
happens.

I can successfully install many packages, but not Auth.
From DOS:
c:\php4> pear install Auth
downloading Auth-1.2.2.tgz ...
...done: 21,992 bytes
failed to write C:\php4\pear\tests\Auth\tests\.tmpusers
The problem could be the file name.
