PEAR web enhancements

Some ideas that would be nice to have in the pear web: 1) API doc publishing. From each php package release, the website will generate and make avaible it's API doc with PHPDocumentor. 2) CVS links. We should think how to link the cvsweb in each package home. One idea could be to add a new input text at package properties saying the url for the cvs web. By default it would be cvs.php.net/cvs.php/(pear|pecl)/package. 3) CVS snapshots. Would be nice to provide something like snaps.php.net. This is, to provide a cron job that daily publish CVS versions of the packages. 4) Package bug/patch tracker. Each package should have it's own way for getting bugs reports. This bug system should support, in addition to all the bugs.php.net features, the avaibility of storing patches. That would get the pear web pretty complete.
