Well once the file is added to the package it will be hard to remove.
Also your patch only fixes the problem on some systems. I tried it too
and discovered that windows reports the timezone in all sorts of
different ways.
Adding such a large windows specific "database" to the date package
should not be done for such a shaky solution.
