Why is package Validate not listed anywhere in browse-packages?

I know Validate is "part of the top-level". But why aren't toplevel
packages listed in browse-packages? Or should we maybe put Validate
into a subcategory? Or am I (and maybe others also) simply to dump to
see how to find e.g. Validate via the webinterface (without using
"Search").
