package docs unification

It would be nice if the PEAR project had an official (and enforced) layout for the packages. In my up-to-date pear wc, 37 packages contain "docs" dir, 6 "doc" dir, and 140 packages have none. This is a practical problem, albeit minor: unifications in the layout allow for simpler packaging process, both for the PEAR people I believe, and for third-party (opsys) packagers. -- If you cc me or remove the list(s) completely I'll most likely ignore your message. see http://www.eyrie.org./~eagle/faqs/questions.html
