Sounds weird to me. preferred_state should work from the release
version and then the preferred state or a superior one (i.e. beta is
higher than alpha), for instance:
1.2 alpha should be upgrade to 1.2 beta or 1.3 beta

The message is not helpful but correct. There is no alpha release for
File_passwd, a 404 without nice message sounds like a brutal message but
a correct one ;)
