Neither function seems to exist -- or maybe I'm just misunderstanding, or don't have some required package installed. I have debian packages php4 and php4-pear versions 4.3.2+rc3-6 with postgresql 7.3.4-6.

My bad, postmaster wasn't listening for tcp/ip connections.
