As soon as PHP_Parser is mature, it can be used to build a more accurate provides list in the package.xml, and the new provides can be compared to the old one. If anything is removed, and the major version isn't bumped, packaging can fail, and also upload at pear.php.net can fail with a very specific error message (this method's been removed, the required parameter count has changed for this method, etc.)
I think that will be enough.
