IMHO the right thing would be to have a URL system identifier. It's my
impression that W3C are doing this in most newer standards (HTML 4 and
XHTML for example).
This would give us package.xml files like this:
<?xml version='1.0' ?>
<!DOCTYPE package SYSTEM "http://pear.php.net/package10.dtd">
