If this was intended to be offlist, i'll take it there, but I suppose others can benefit somewhat :).
The <provides /> tags would be added when you run "pear package" - they serve pretty much no useful purpose right now, except perhaps listing classnames for smaller packages. I suppose their original intention was to begin the road to listing API in package.xml. Anyways, the <provides /> tags are generated directly through PEAR_Common::analyzeSourceCode(), just as pear package does, so they can be refined through a refinement of that area. Perhaps send over your generation script for the doc role problem?
