[PEPr] Update

Hi pears! I updated PEPr again and fixed the following issues: - Typos and formulation in emails - Link <br />'s - Added email sending checkbox - Added update comments (changelog) - Removed [TEST] tag I removed the [TEST] tag from PEPr announcements, because I think Davey's proposal of XML_Annotea is not been taken seriouse with them. Any further issues into the bugtracker please: http://preview.pear.php.net/bugs/report.php?package=PEPr Thanks a lot for everyone testing/reporting/helping!
